Permanent Secretary Appointments – 23 Oct 2023
NEW PERMANENT SECRETARY APPOINTMENTS
Mr Jeffrey Siow Chen Siang (萧振祥), Managing Director and Chief Operating Officer, Enterprise Singapore, will be appointed as Second Permanent Secretary of the Ministry of Manpower with effect from 1 January 2024.
Changes in Permanent Secretary Appointments
2. Ms Teoh Zsin Woon (张静文) will be appointed as Permanent Secretary of the Ministry of Culture, Community and Youth, and continue concurrently as Permanent Secretary (Development), Public Service Division with effect from 1 January 2024. She will relinquish her appointment as Permanent Secretary (Development), Ministry of National Development with effect from the same date.
3. Ms Tan Gee Keow (陈义娇) will relinquish her appointment as Permanent Secretary of the Ministry of Culture, Community and Youth with effect from 1 January 2024. She will continue to serve as Permanent Secretary of the Public Service Division.
4. Mr Melvyn Ong Su Kiat (王賜吉), Permanent Secretary (Defence Development), Ministry of Defence will be concurrently appointed Permanent Secretary (Development), Ministry of National Development with effect from 1 January 2024.
Re-designation of Permanent Secretary
5. Mr Chng Kai Fong (庄凯峰), Permanent Secretary (Development), Ministry of Communications and Information (MCI), and concurrently Permanent Secretary (Development) (Cybersecurity), Prime Minister’s Office will be re-designated as Permanent Secretary (Information and Development), MCI with effect from 1 November 2023. He will continue to serve as Permanent Secretary (Development) (Cybersecurity), Prime Minister’s Office.

Mr Jeffrey Siow Chen Siang
6. Mr Siow, 45, has been the Managing Director and Chief Operating Officer at Enterprise Singapore since September 2021. Prior to this, he held various appointments in the Ministry of Manpower, Public Service Division, Civil Service College, the Ministry of Education, and the Ministry of Transport. Mr Siow was the Principal Private Secretary to Prime Minister Lee Hsien Loong from 2017 to 2021.
Ms Tan Gee Keow
7. Ms Tan, 48, has held various appointments in the Ministry of Finance, Public Service Division, Ministry of Defence and Ministry of Education. She has also served a two-year stint as General Manager of the Central Community Development Council. Ms Tan was appointed as Deputy Secretary (Policy) at the then-Ministry of the Environment and Water Resources in 2012 and as Deputy Secretary (Strategy Group), Prime Minister’s Office in 2015. In 2018, she was appointed Permanent Secretary of the Ministry of Culture, Community and Youth. She was concurrently appointed Permanent Secretary of the Public Service Division in October 2023.
Ms Teoh Zsin Woon
8. Ms Teoh, 49, has held various appointments in the then-Ministry of the Environment, Ministry of Defence, Ministry of Manpower, the Workforce Development Agency and Ministry of National Development. She has also served a two-year stint as General Manager of the Marine Parade Community Development Council. Ms Teoh was appointed as Deputy Secretary (Development) of the Ministry of Health in 2013, and subsequently Deputy Secretary (Transformation) of the Public Service Division in 2018. In 2021, she was appointed Second Permanent Secretary of the Ministry of National Development and concurrently Second Permanent Secretary of the Public Service Division. In May 2023, she was re-designated as Permanent Secretary (Development), Ministry of National Development and Permanent Secretary (Development), Public Service Division.
Mr Melvyn Ong Su Kiat
9. Mr Ong, 48, joined the SAF in 1994 and held various key command and staff appointments before his appointment as Chief of Defence Force in March 2018. Between 2013 and 2014, he was seconded to the Civil Service as Deputy Chief Executive of the then-newly established Early Childhood Development Agency, Ministry of Social and Family Development. In June 2023, he was appointed as Permanent Secretary (Defence Development), Ministry of Defence.
Mr Chng Kai Fong
10. Mr Chng, 44, has held various appointments in the then-Ministry of Information, Communications and the Arts, Ministry of Home Affairs, Civil Service College, Ministry of Trade and Industry, and Communications Group, Prime Minister’s Office (PMO). He has also served a two-year stint at Shell Eastern Petroleum Pte Ltd. He was appointed as Principal Private Secretary to the Prime Minister in 2014 and subsequently as Managing Director of the Economic Development Board in 2017. In 2021, he was appointed as Second Permanent Secretary of the Smart Nation and Digital Government Group (SNDGG). In 2022, he took on additional concurrent appointments as Second Permanent Secretary of the MCI, and Second Permanent Secretary (Cybersecurity), PMO. In May 2023, he was re-designated as Permanent Secretary (Development) in MCI, SNDGG and for Cybersecurity in PMO. He subsequently relinquished his Permanent Secretary (Development), SNDGG appointment in October 2023.
