Between 2013 and 2017, the Civil Service1 hired an average of about 2,800 officers per year for roles at or above the entry-level grade for fresh graduates. Of these new hires, an average of 65% were from local autonomous universities, 4% were from local private educational institutes and 24% were from overseas universities. The remaining were non-graduates.
